Position Summary:
PCE will be responsible for surveying groups of federal facilities to identify Energy Conservation Measures (ECM).  Candidate will need to be familiar with a wide range of building systems including HVAC, Renewable Energy Systems, and Electrical Distribution and Plumbing systems. Candidate will be required to evaluate building construction materials and energy usage conditions. Candidate will calculate energy and financial savings resulting from implementing the energy conservation measures. Candidate will develop designs and pricing for selected ECM and produce a technical submittal for the customer. This will require coordination of various potential sub-contractors and include the preparation, issuing and evaluation of their bid packages. Candidates will also verify historical energy consumption records for each facility including utility company billing and data-logging as required.

Knowledge, Skills and Abilities: Knowledge: Knowledge of preventative maintenance management principles and practices, service delivery methods, building systems, building trades; building automation systems, PCs, MS Office and UL and NFPA operational requirements for fire and life safety.  Skills: Supervisory and technical skills related to building systems automation and integration. Process mapping skills using MS Visio or acrobat and database skills using MS access. Excellent oral and written communication skills. Excellent customer service and public contact skills, both in person and on the telephone. Abilities: Ability to prioritize work requests in a multi-tasking environment. Ability to work effectively with customers. Ability to gather and analyze information and problem solve. Ability to effectively handle difficult people and stressful situations. Ability to manage a unionized employees.
Qualifications: Minimum Qualifications: BA degree in Facilities Management or other technically related field and a minimum of 3 years of experience managing building automation systems to include at least 2 years of supervisory experience. Equivalent combination of related education and/or experience totaling eight years may be substituted. Experience managing multiple systems is preferred.
